What already works today?
The platform is live at app.alataulevelup.kz. Digital ID and verification, communities, the news feed and forum, and applications for pilots, industrial park placement and partner matching all work today. The supplier catalogue and tenders are in an active launch phase, and online deals with e-signature and payment arrive in November.
How much does it cost to join as a supplier?
A catalogue profile, incoming tenders and submitting commercial offers are part of basic participation. Catalogue promotion is a separate add-on — for when you want to grow faster.
How is a company verified, and how long does it take?
You enter your BIN, company details are pulled in automatically from government databases, and you upload licences and certificates. Verification runs through BIN, KYC and eLicense; the profile comes together in about 10 minutes.
How is a contract signed, and is it legally binding?
The contract is generated from a template and signed with an e-signature via the NCA of Kazakhstan — that signature is legally binding. Invoices and acceptance acts go through the built-in e-document flow.
Who holds the money until the deal closes?
The money goes through escrow: it is reserved until the deal closes and released to the seller once both sides confirm delivery. Payments run through Paybox and Freedom Pay.
Do I have to be an Alatau City resident?
No. Any company can create a profile — tenders, the catalogue and deals are open to those who are only just looking at Alatau City too.
What is E-residence, and do I need a visa?
E-residence is the city’s digital profile: it opens Alatau City’s services and works for both businesses and residents. You don’t need a visa or a trip to see what you can build, buy or test.
Do you work with foreign companies?
Yes. A foreign company can sign up, explore properties and purchases and move to a deal — a manager will help with documents and onboarding.
What is a participant passport, and who issues it?
The ecosystem participant passport is a company’s verified profile in Level Up. It’s issued on the platform within one day and opens access to purchases, deals and city services.
Where does plot data come from, and who keeps it up to date?
Plot boundaries and statuses come from the government cadastre and update with it. The “available”, “in talks” and “sold” status changes as a deal progresses on the platform.
What is City OS, and why does it matter to a business today?
City OS is Alatau City’s operating system: one profile through which the city’s people, deals and data pass. For a business it means fewer checks from scratch — your track record in the profile earns priority in tenders and access to large purchases.
